On the third Tuesday in May, all school districts, with the exception of the Big 5 city school districts, are required to submit a budget proposal to the voters. On May 16, 2006 voters in 679 school districts cast a "Yes" or "No" vote on their school district's budget. Of those 679 budgets, 602 were approved and 77 were defeated — an 88.7% approval rate. This 88.7% approval rate is the highest approval rate since 2003. In 2003 the approval rate was 93.8%, which is the highest approval rate in the state history.
