Draft applications now available for Middle-Level Education Strategy Models B and C
Shared-decision making teams must review and report on draft applications

The State Education Department (SED) has released draft forms of the application for middle-level Model B, Model C1 and Model C2. Two important NYSUT recommendations have been added to the drafts.

The cover letter now states "Model B, C-1, and C-2 applications must not conflict with the collective bargaining agreements." The second NYSUT recommendation calls for the requirement that all three models' applications have a report from the district's shared decision-making team (SDM), as constituted under Section 100.11 of the Commissioner's Regulations, that provides evidence that consultation has taken place. The teachers' collective bargaining agent recommends the teacher members on the SDM team.

Applications are in draft form to allow districts to review and comment on the them. Comments are due to SED by Wednesday, June 8. Also, SED is allowing those schools who want to implement one of the three models in September 2005 to use the drafts as guidance in the application process. Applications are due July 1. NYSUT staff is reviewing the drafts and will be sending SED comments.

If your school is applying for regulatory relief, it is vital that you and your SDM members review the draft application form and make sure that no standard area is eliminated and that all courses are taught by teachers certified in those content areas. This should be the case when considering when any such application.

NYSUT is developing an Information Bulletin with guidance for local leaders on the review of the applications and on CR 100.11.
