CITY UNIVERSITY OF NEW YORK
OVERALL
- Provides $243 million in restorations, including $117 million in restorations to TAP and rejects the proposal to defer a portion of the student's TAP award until graduation.
TUITION POLICY
- Rejected the proposal to authorize CUNY Board of Trustees to restructure tuition policy.
- Rejected the proposed CUNY tuition increase of $250 per student and included funds of $37.4 million to replace tuition dollars.
COMMUNITY COLLEGE AID
- Increases base aid per full-time equivalent (FTE) student by $115 ($5.61 million).
- Restored funds for the College Discovery Program ($400,000).
SENIOR COLLEGES
- Provided additional funds for the Search for Education, Elevation and Knowledge (SEEK) Program of $7.1 million.
STATE UNIVERSITY OF NEW YORK
TUITION POLICY
- Rejected the proposed restructuring of SUNY tuition policy and included $84.3 million to replace tuition dollars.
- Rejected the proposed SUNY tuition increase of $500.
COMMUNITY COLLEGE AID
- Increases base aid per full-time equivalent (FTE) student by $115. ($14 million).
- Provides additional rental aid for leased space of $3.7 million.
STATE-OPERATED COLLEGES
- Provided additional funds for the Educational Opportunity Program (EOP) ($8.3 million).
SUNY HOSPITALS
- Rejected the proposal to restructure the SUNY hospitals as private not-for-profit corporations.
- Reduced by one-half the proposed Executive Budget assessment percentage of seven-tenths of one percent on hospital's gross revenues.
SUNY AND CUNY CAPITAL FUNDING
- The Legislature provides an additional $663 million in capital funding above the Governor's request.
PARTNERSHIP TO ACCELERATE COMPLETION TIME (PACT)
- Rejected the Executive Budget proposal to create a new Partnership to Accelerate Completion Time Program (PACT).
HIGHER EDUCATION SERVICES CORPORATION
- Rejected the Executive Budget proposal for a restructuring of the Tuition Assistance Program (TAP) that included a 50% cut in TAP awards with the reduced amount to be paid after the student graduates.
- A new Nursing Faculty Scholarship and Loan Forgiveness Program is funded at $2 million.
- A new scholarship program for the survivors of the victims of American Airlines Flight 587 crash is funded at $400,000.
- A new Social Worker Loan Forgiveness Program is funded at $1 million.
STATE EDUCATION DEPARTMENT
- $42 million for Unrestricted Aid for Independent Colleges and Universities (Bundy Aid), the same as in 2004-05.
- Provided additional funds for the Higher Education Opportunity Program (HEOP) program of $11.5 million.
CAPITAL GRANTS MATCHING PROGRAM - UPDATED
- A new higher education $150 million Capital Grants Matching Program for the independent colleges and universities was enacted. [Revised April 13]
