Amendments and Resolutions

Properly submitted resolutions and amendments will be considered by committees at the RA. Only registered members of a committee may debate and vote on resolutions before the committee. Each delegate may register for one committee meeting. However, a delegate registered for one committee may testify at another committee if his/her local/council submitted the resolution or amendment.

Committee selection forms will be sent to each delegate around February 25, 2005, to complete and return to NYSUT by March 16, 2005. Large locals may request an alternate notification method.

Resolutions will be categorized by topic and assigned to various resolution committees. Properly submitted proposed amendments to the NYSUT Constitution or Bylaws are considered by the amendments committee. Resolutions, categorized by committee, as well as any proposed amendments, will be published in the March 3, 2005, issue of the New York Teacher.

Amendments to Constitution or Bylaws

1. May be proposed by the NYSUT Board of Directors or by no fewer than 100 members drawn from at least 5 election districts;

2. Must be submitted in writing to the NYSUT Board of Directors, to be received on or before the close of business on February 4, 2005;

3. Should be typewritten on the forms provided.

A petition form for 100 signatures is on the reverse side of the amendment form. Additional forms are available from NYSUT Headquarters.

Resolutions

1. Must be received at NYSUT, Office of the President, on or before the close of business on January 21, 2005;

2. Must be approved by the executive board or general membership and be signed by the president;

3. Should be typewritten in the format illustrated on the reverse side of the resolution form enclosed. Additional forms are available from NYSUT Headquarters.

Reaffirmations

Once a resolution has passed the Representative Assembly, it remains in effect for a period of four years. Any resolution submitted by January 21, 2005, which is still in effect, will be considered a reaffirmation of a prior resolution, and will be published as such. These resolutions will not go to committee and will not be acted upon by the delegates.

Expiring Resolutions

Enclosed you will find a booklet of all resolutions that will expire upon conclusion of the 2005 RA. In order for any of these resolutions to continue, they would need to be resubmitted. Use the "Proposed Resolution" form included in this booklet.
