| NYSUT backs budget reform proposition, transportation bond OCtober 27, 2005 ALBANY, N.Y. October 27, 2005 — The 525,000-member New York State United Teachers today announced support for a constitutional amendment that would help school districts by reforming the state budget process. The state's largest union also said it is strongly backing a $2.9 billion transportation bond up for voter approval on Nov. 8. NYSUT President Richard Iannuzzi said the constitutional amendment, which helps balance the power between the governor and Legislature, "would help to ensure predictability and stability in education funding. It gives school districts the ability to plan ahead, and ultimately that will greatly benefit children and the teaching and learning process." If enacted, the amendment would automatically set up a state contingency budget if one is not approved by the start of the April 1 fiscal year. In addition, the governor would have to make school aid appropriations for two years instead of the current one year. NYSUT Executive Vice President Alan B. Lubin said the union is endorsing the $2.9 billion transportation bond because "it's imperative that New York address its infrastructure needs, and provide good jobs repairing and rebuilding roads and bridges for union workers." Lubin said NYSUT is working with the state AFL-CIO to publicize labor's support for the two issues. NYSUT is also using its internal publications and communications network to rally support for the two ballot propositions among NYSUT members. "With this being an 'off year,' we have to make sure these important constitutional amendments get the full attention they deserve," Lubin added. NYSUT, the largest union in New York State, represents more than 525,000 classroom teachers and other school employees; academic and professional faculty at the state's community colleges, State University of New York and City University of New York; and other education and health professionals.
